The Elves chapel is indeed not in and/or near the forest, because it's actually located in the Plaza.
This becomes evident when you remember that the Chapel is only accessible through the Plaza and not the Forest. Add to this that Agnes stated she can hear the rambling in the Chapel from her Shop when you first meet Elena and I think that it's clear that the Prosecutions Case is nothing but conjecture!
