In short: no.
You must both 1) place a room, and 2) place a monster/loot. If you roll the dice then cannot do either of these steps (or you choose not to), then that's the end of the game.

Clarification. On weapons with an attack pattern, you are only attacking one monster that is in the pattern. Correct?
Actually, no: all monsters in the spaces marked X get attacked. :)
