Try clicking your middle mouse button. If your browser supports this, you will have a scroll bubble. It will have left-right arrows for that box.That box is horizontally scrollable, because it has a sideways scrollbar. You might need to click inside the box first.
A mouse with left right scroll buttons should also work.
I looked around and saw a red bar at the bottom. Thinking it was a scroll bar I tried to drag it, but the only way to cycle through the list of projects was to click the > arrow on the far right.
It is a scroll bar and it can be dragged. Maybe you have some addons in your browser that modify behaviour? Some custom css or things like that? Or you missed the thin red bar?
