I have a similar question, you kind of answered it virtual nomad but I want to be extra clear. If my game is composed of many 20 second levels and nothing carries over from level to level except what you the player have learned (maybe you learn how to open a gate in level 1 and without that knowledge you cant complete level 2) is that in the spirit of the rules? i was thinking of doing something where you are knowledge gated - so in later 20 second levels, you need some knowledge you learned in an earlier 20 second level, but I'm not sure if that counts as 'learned skills' and is within the spirit. Any thoughts?

Knowledge gates are absolutely fine. When we talk about "learned skills", we're really talking about abilities that your character acquires along the way, not the player, who will most likely get better at the game with each play through anyway.
