It's compatible in the sense that they're both Mothership modules and you could easily put Thousand Empty Light somewhere in the Third Sector's sandbox, but otherwise Thousand Empty Light is unrelated.
I meant are the oracles for Thousand Empty Light compatible with the Third Sector campaign frame?
I would say the TEL oracles are applicable to any Mothership module, so yes.
