I hate to pose a pestering question but the files have Sakura has 6 sizes with the last 3 being essentially placeholders. Does that mean that is her intended final size? I may have to go digging again.

Nope. If images are the same it just means they're placeholders and will be swapped for proper versions whenever they'll be completed. They exist in this form primarily for implementation purposes as it's easier on our end to implement stuff earlier rather than spending time on re-adding them in the scripts later.
The game is still work in progress so yeah, there will be things like that with placeholders and things that doesn't even yet have placeholders, but will in the future. As for Sakura, her current largest size in game as for most recent build is size 4 and there will be 2 more in the future.
