There seems to be some kind of disconnect between your Tau Sigma 7 module and this one. There were no survivors to be found (besides the players) in the first one.

To my mind there are two ways to look at the TS7 survivors listed in the Hardlight adventure in relation to the the TS7 Pamphlet content.
1. On a practical level, if you are coming straight to Dying Hard on Hardlight Station without playing TS7 first the survivors create necessary backstory for the module to function (someone to save/someone to turn into the hybrids).
2. If you have played TS7 first, then you can swap them out or augment them with infected survivors from your mission. You can also assume they are survivors of Nakatomi's larger terraforming operation - perhaps even the initial discoverers of the alien ruins in TS7 (spoiler alert: as hinted at by the dead bodies in the alien structure).
