I believe the theme is "Trick or Treat", but you HAVE to include the TV model somewhere in the game. There are two optional mechanics they list as well. Their other free assets are completely optional.
The theme is the visual image of the tv. You do not have to include the provided TV model, but you can if you'd like. You should interpret the image as you'd like to be creative and get inspired for your game.
The Trick or Treat mechanics is a fun bonus option to give yourself a challenge.
