I think this is a bug. I tried deleting my save data and starting a new game to test this quest, and I ran into the same problem as you. The message from Tsunade, which should appear after we return to Mei’s House and then go back to the Asylum to access the two new items in the mini catalogue, instead appears together with Rumia’s message right at the beginning after resetting the quest.
Hello again, is this a new bug or has the way to trigger tsunade's quest changed? I updated to 0.3.2 and want to try again. I reset the asylum's questlines, but got no message from Rumia after being caught by a ghost 3 times and failing the mission.
LOL I talked to Hachisaku and got in to the void. After I came out the message appeared. But tsunade still refuses to help.
Maybe I should just start a new game, old save file may cause many unexpected bugs...
