There's not much itch.io can do except honor takedown requests and act on reports. But your question boils down to, "how am I supposed to behave in society when everyone around me blatantly disregards the law?" If other people pirate stuff shamelessly, it's their problem.
But keep in mind a lot of people could never understand this copyright thing. It's not even civil disobedience; they simply don't get it. And for good reason: it's an absurd idea originally invented for the purpose of censorship, and there's ample evidence that it heavily favors publishers to the detriment of creators.
As for using the likeness of real people in a game, that's about the right to one's personal image. A whole other story, both legally and morally.
