It does have free roam elements, yes. But I'd say it's pretty click and go - not too much to "explore". Most things are centralized.
I believe there is an option to make it less free roam. Basically just makes you click who you want to trigger an event for. I remember it being a bit buggy though and letting me trigger atleast 1 event out of order
