Sorry man, but for $100 people doesn't even spend time to listen to your game idea.
Even for a simple game you might end up spending a few thousand of dollars. If you want something at very high level (very generic and imprecise definition) it might requires 200 people with a lot of team members very expert and very high paid. For example if you want to make a game like a AAA one, forget about it and start from scratch with a very simple game. By the way even for a very simple game $100 are not enough, unless you find someone that just started yesterday to program.
