2. Yes, it can create RTS-ish, but quite limited due to for RTS, you can select multiple unit with a drag of a left click, but that's not possible in RPG Maker.

Hi, multi player is something completely different. It requires another plugin and a knowledge in a different field, which I don't quite have right now. So yeah, it's not in the plan. :(
