So, lets say i use a huge pentagon as the backrgound but since the game windows is rectangular it looks like a rectangle,is it still allowed?

A single-color or gradient background is also allowed by the way and if a shape is cropped or cut off by the screen boundaries, it still counts as the original shape. But if we never see the pentagon or bounds, you can also use rule that a single color background is also just good.

So for a  2d platformer can i have the ground be a solid color plane  which might look like a rectangle and the background be a solid color as well?

Yes, that is in the rules: 

Exception: One flat ground plane or floor is permitted for gameplay purposes. Solid-colored or gradient backgrounds are also allowed.
