Not at all, in fact I've done that myself in a few projects too. 

It has it's use when you want to use your time to drive the story or build your gameplay and don't have the necessary time to build a whole load of maps and make them look good, so personally I don't mind at all.

I know I prefer to work on the story being a writer, I can create maps but  am not that good yet at creating them. 

What I try do is pull up some existing maps in 2d RPGs in Google Images and try copy those in RPG Maker, then add my own little variations on top.
