You can make your own male character be able to get pregnant, but I do agree that it should be able to be generated among male prisoners as well.
i think? there's a mod or option that allows it to be enabled. but i don't remember where.
There are a few mods. Involves adding in an Anus Womb to an NPC to get it working. B.O.O.P. will also let you edit an NPC to retroactively add them to existing NPCs
There is an anal womb option in character creation. There are also "peach boy"s, which can get pregnant
