Inaccurate, as this point it really depends on lawyers, but I think derived work could be licensed as you want, repackaging would need to be in CC0.
I think you can't just relicense the CC0 work, or it has no values anyway.
But if you build upon it, I guess it's a new work, so you can relicense it.
