I just started playing around, but it seems like no matter what I do Khdarr is hostile to me and won't even meet me for a cabinet position - is there an early story choice I'm missing that affects her feelings?

Khdarr has always been slightly negative or worse for me. Often hostile, if I don’t do well countering her rudeness in our first meeting.
She does well with Bureaucracy and Economics, refused me in every run with an “affected by elector approval” for Law, and outright refuses every other position.
I don’t know what it takes to have her accept the Law role. Dialogue indicates there would be some very spicy consequences with her in the role. If anyone has managed to leave a good impression, I would love to know how. :(
I finally got her to be on council, but I'm not spreadsheeting or writing down anything - I think maybe it had something to do with replying favorably to the moons of Svargas on Turn 17, but haven't checked intensively. That theoretically propels her from hostile to just negative, which allows me to at least meet with her to ask her to be on council.
Khdarr starts the game with one of the lowest approval ratings - not actually hostile but pretty bad, so it takes only a few choices she doesn't like to push her down into the level where she won't talk to you at all, and there's a lot of choices that can nudge her a little by the time you get to her.
