Multiply the rewards by the location level. Difficulty 3 is hard to do, so the payoff is worth it. Remember to cross off the location after a successful Explore.
You must choose one of the option to do. There is no switching after the choice is made.
Actions that require no Stamina do not increase to 1 Stamina. Having a Stamina cost on some Actions would break the game. Good question!

Another question! When recovering scrap for a quest, do you have to give the guild that scrap or can you sell it on? And if a quest asks for scrap, can quest items count towards that scrap?

You must give the Scrap to the Guild for completion of the quest. You could just not complete the quest as well - your call on that!
No rules for exchanging Quest Items for Scrap finds. Feel free to house rule that if you like.
