hi! i love this jam idea and i want to make something in downpour. i think i just need a couple examples of this concept in action? If the player gets one action per playthrough are they selecting to Only walk?

"action" in the rules is meant for parser/text-input types of games (where players type-in the action to progress) - it's a different lexicon.
If you're using Downpour, you'd fall into the Choice Option category. Which means only ONE screen can have more than one option to progress the story - the other screens only having one clickable element. You don't need to have the same text for each of the clickable elements (unless the story demands it :P).
