You're supposed to talk to her during the day before.
But there's a bug that if you starts the Penny content before talking to Nemona she doesn't appear in the morning anymore.
So uhmm, wait for next update to fix it I guess.
(I didn't really expect people would start the Penny content before doing the Nemona content.)
