Regarding your question, I assume you are talking about UGBASIC-IDE.
To answer better, however, I would need to know a little more about the context.
If you mean the possibility of working completely offline, at the moment it is not possibile. However, it will certainly be an improvement that I will introduce in one of the next revisions, together with the possibility of downloading everything in a single solution (i.e. a "full pack").
If you mean that the problem is more than anything else the download of the components, rather than the fact of working offline, it is already possible to get to something similar. First, go to File > Preferences > Software Updates, and disable any "version control". This will stop the wizard from appearing in case of an update, and UGBASIC-IDE to check for updates.
Second, go to the installation page, and download the complete package of all the compilers. You have to click on the version of your operating system, click on the BINARIES button, then on the MAIN button, and click on DOWNLOAD ALL COMPILERS. At that point you can unzip them and put them wherever you want.
Now open the IDE, go to Configuration > Compilers... and then click on the "folder" icon next to those targets you are interested in. A requester should come out, with which you can point to the file in the location where you unzipped it. When you are done click on SAVE.
You can do the same with the programs in the toolchain, just go to Configuration > Toolchains... and repeat the procedure. These programs can be found on the Internet, if the ones in UGBASIC-IDE do not work for some reason.
