I found something to help you get back into the mine to the far right from the top of the rope.

The item you need will always respawn for you if you no longer have it in the area steppenknee is describing.

(ETA - I realised after steppenknee's comment that I had bypassed the earlier mine event - that I believe triggers the item spawn you're referring to - entirely, so there was nothing for me to grab. Assume this is intentional but sharing jic)
