I wanted the Skilled to cover a little bit more than just a specific in-game action; the petty thief might excel at stealing *and* gambling, for instance.

Question then, just so, how I used to skills, you give three categories, but from our conversation, it's up to the player to figure out how large their scope is in reason? Another question is how stress mechanics work, and when my character would get stressed. I figure physical pain, like a gunshot wound, even at a high heat level, can cause stress, or is it more up to the player?
