What event gives the Deep Copper recipe?
Also i have both the Yinying Globule(IV) and the Shadow Core(III) but the workshop doesn't do anything.

The deep copper recipe isn't one you earn. Its the recipe for the Legacy Key in the Forgelord plot, and only used by the event.

As for the others, it sounds like there might be a bug if they arent unlocking. Can you share your save so I can investigate?

Aha! The issue is that its a Shadow Core (IV), not (III)! Get some of those, and you can unlock the rest of the recipes (except the deep copper one of course).
