For some reason not every game at 100% of seems to have a Claim button

Developers can decide whether or not someone can permanently own their game during a promotion, or just download the current version. For example, maybe they have updates in mind and they’d prefer people who get the current version for free later decide to buy the game to support it. If you “claim” a game then you’ll get all future versions and it will be added to your library of things you own.

Some people have said mt game isn't claimable even though I haven't set it to not be (the box is ticked in the sale I set up), is there anywhere else I need to check?  I did extend the sale so I don't know if it being a longer giveaway makes any difference?

Also my understanding is that if you do a giveaway, if you later opt to release on Steam and add the keys to the system, only people who have actually bought the game will have access to a key, not everyone who got it on a free offer.  Is that correct?  What about people who make a donation when they get it from a free offer?

People who claim a game for free during a 100% off sale do not get access to external keys. We do this because otherwise some bad people would create a lot of fake accounts to steal all the Steam keys. If you’d like to grant external keys to those holders after the fact then we can arrange something, contact support.

That's what I thought about Steam keys but good to have it clarified. :)
