Defeating Sharks at the Remote Island gives you a 50% chance of getting Shining Scale. Or, you can exchange it with Memory Fragments from Rasetsu.

Hi, I dunno how many hours I've spent but I can't get a single damn shining scale from those sharks, and it's not available in both stores...any other ways to get it? :( I'm already on a stage where we're building a ship, I mean final one, is that a problem?

Finally, just in case someone else will search for this info - go to Abyss (would be available after finishing Snow mountain and check Hill of friendship), I finally got one shining scale there from a some kind of upgraded Slime. For Sharks - not working 100%.

The issue with the Shining Scale of Shark enemy might be a bug. Thank you for reporting it. If you visit Rasetsu in the Underground Village again, you should be able to exchange items there — the Shining Scale should be among them.

Yep, sorry, it's working fine, it was my bad that I've tried to find that item without further story continuation, once I've opened Abyss & last 2 locations (lake on the east & another mountain) it worked fine. Plus normal fishing also helped, with gold rare fish. Just finished the game yesterday and I love so much, thank you for that splendid story ❤️
