To be fair there's extremely close to 0% chances there's a bug with that item. So either you already crafted the item / already used it / even maybe already seen the scene related to that.
If you don't have the deepsleep pills, don't have the fern but still have the craft it might also just be that you already spiked Nami's drink and just need to go at night.
