Why can I not buy the camera after unlocking Obo's Story 1 from the ramen shop with a score of 4200? is there something more or is it bugged?

There's a small chance your save is bricked. If you've loaded and overwritten a save that was created prior to 0.14 that could have caused the problems you are experiencing with your current configuration.
I would suggest starting a new save . All versions after v0.14 are, and will be backwards compatible as well which should prevent a similar issue from occurring in the future.
