There's a small chance your save is bricked. If you've loaded and overwritten a save that was created prior to 0.14 that could have caused the problems you are experiencing with your current configuration.

I would suggest starting a new save . All versions after v0.14 are, and will be backwards compatible as well which should prevent a similar issue from occurring in the future.

Does your Quest journal display the quest titled "A plan for Himawari" ? If so, which step is it currently on?
