I see that in ESRB Teen rating, partial nudity is part of it. So I have a question regarding this: Is it okay to have a character who's supposedly naked in an art, but his private parts are covered/censored/blurred out?
Yes, that would be acceptable under a Teen rating as long as the nudity is non-sexual and the private areas are censored.
