"Fog in the Head" quest is story quest and it's not finished at the moment. And I think Shaartan just have dialogue cooldown that's why she does not ask you about the quest. This cooldown or delay is needed so NPCs won't be asking you "did you complete..." everytime you start a dialogue but give you some time. Just give her a few minutes and talk with her again, or try reloading the last save file, it also may help.
