Yeah. The goal is to have the most efficient city possible. Extra is waste.

Based on your reply, I am understanding it this way: I want to score 10 points and have a population greater than 5. To do so, I need as few goods and as little money as possible (or as little debt as possible). Have I understood the goal of the game?

Also, what does +10 / -10 mean in Civic Pride 08? Is it +10 or -10 like in version 1?

Thanks.

You want to have the highest quality and population possible, while keeping goods and money as close to zero as possible (It is bad to collect taxes and not use them, also bad to run a deficit or have people going hungry).

When you ask about +10/-10, do you mean in the municipal building descriptions? That just means literally to increase or decrease a value by exactly ten.

That is what I meant. Thank you for clarifying.

The goal would be a good addition to the rules document. It makes sense to me now that you've explained it. I'm used to playing games where the goal is to make as much money as possible. I wrongly assumed that it would be a good strategy for this game too.
