Am i ruined the game,or it supposed to be like that? Cuz i did all offerings,got a key to the roof,but i can't get there,cuz there is written that "roof is off-limits due the development of the game"

am i ruined the game? why not just say r i ruin game lmao.. that means the game isn't finished yet hence the note up above saying (Note: Once you reach the apartment buildings' ground floor, you have seen most of the games' current content. There is a bit more to see if you keep exploring, but it becomes more sparse after that.)
