There should be a full screen button in the settings, and I think the settings button should be in the top half of the screen. Failing that, the universal alt plus enter command should work. As for why the window can't be rescaled, unfortunately the engine I use doesn't have that functionality for some reason. At first, it couldn't even toggle into full screen either. I do hope that the engine adds the ability to freely rescale the window at some point...
