Regarding the Command Dice, in the text it says "...new round begins with current lowest command total." This implies you either

keep the command dice, with new (higher or lower) values, or
Spend the dice used for replacing rolls and have a smaller command total due to fewer dice?

So, are the Command Dice a limited resource, or an ever-changing resource pool?

I need to clarify this better with the word count I have. It's the first.
