everyone declare war on you because you don't build army. If you will have army, AI will accept any peace declaration and it will never declare war first
You need to build a stronger army. AI player are far more intelligent that official games one's. If you're weak they will crush you, and this is the good thing to do. They are right ! Play better : always have a strong army.
