It's a good question. I think that most real life cities are constantly under construction in order to keep up with wear and tear. Between City planning, repairs after storms, construction on new infrastructure and buildings, there's numerous reasons for things to continue to change. An example from the town I live in, the roads are perpetually being worked on, which makes navigation a chore. Additionally, new shops are always opening and old ones are closing down. I think that a lot of inspiration can be taken from real life for this card, but it's all up to you!
