I agree that the control scheme should be simpler. The camera could be static and frame each level automatically? The seed could also be autoselected and stepped, is there any reason to not have a seed always selected (when one is available)?
The text is bit hard to read, something about font scaling seems off. The wall of text is not the easiest to parse. Since you are using Godot, I recommend checking out BBCode to add some formatting to aid the player, for example you can make control key letters have a different color/background and stuff like this.
Maybe adding a little countdown above each sheep instead of the one in the corner would be handy to have.
I like the idea here. The goal of the puzzle is perfectly clear after the first level. Aside from the UI, I think my main feedback would be that after the tutorial, you kind of throw the player in the deep end. Level 2 is already a lot with no tools and no practice.
Thank you! You're right, I do kinda throw people into the deep end with level two. I should probably add a couple of easier levels where I introduce having different colors of seeds and sheep.
I like the initial concept of balancing the timing of when to place which seed where in order to juggle all sheeps.
There were a few UI and QoL aspects that could use some improvement (it felt unnecesarry that selecting the seed type is done via mouse and an undo button would have been handy).

I have tried several times to complete level 3 as it is, but I'm almost positive it is impossible. I'm thinking of fixing it in a future update.

Someone just posted in the discord that there is a solution to level 3. I suppose that means I have to go back and try again :D
