the rules of the jam confuse me. They say i can use assets from other person if "The asset is general purpose. (Things like character controllers )". what does "general purpose" mean? is music/art "general purpose"?
It means that the asset wasn't made specifically for the jam but instead made to be usable for multiple projects. Also, keep in mind that the majority of the game should be made during the jam.
