If I've been updating a game that's on this itch page for a while (the game is public but still gets updates), can I still enter it into the jam?

Yup! This jam is not a """real""" jam, it's just a way to encourage you to work on whatever you want for a set period of time. If working on an existing project helps you be consistent, absolutely go for it!
