Is procedural generation mandatory

I know it is a dumb question but still, I wanna have a clear idea of this game jam. My game idea is based on player-made dungeons so you can play in different maps made by players without procedural generation. So, is procedural generation mandatory for this game jam?

I think in this case you would just be deferring the map generation to a procedure happening in the brain of different players so it is still procedural generation vs. having fixed content in the game.
