Some effort was put forth, but in the end it's just a task-based game. Somewhere a maniacal game theory teacher is insisting that mundane and boring chores make a game, but they are wrong. If you want to fill time and slow game progression have the player do things that are interesting and enjoyable or even shocking. When a player feels that time isn't being wasted, you have succeeded at lengthening the game without them realizing it. That's the difference between a game creator and a game assembler, like the difference between someone who makes a computer as opposed to someone who simply assembles a computer.
