A visually attractive micro-supplement with some promising ideas but falls short for me in execution.

The details are a little too sparse for the town to feel very useful. This product is described as a "micro-framework," but there's not very much structure to this kit. 

There are three named NPCs, two of which are linked. They're solid but could be more interesting. One has a trauma in her past that's very evocative.

The primary antagonist isn't detailed. A few possibilities are listed. A well-designed antagonist could take this product from 2 to 3 stars at least in my mind.
