Okay, so I decided to remake this review entirely, so Pixel Vision 8 is a great tool, I recommend it to beginners who want to develop 8-Bit games. But I might as well make Pros & Cons list for better reasoning:
Scripting Language
Pros: It uses Lua, which is easy to learn and perfect for beginners, allows to make small projects.
Cons: But Lua is pretty basic (at least I think), meaning that when programming, you only can program such limited power, you don't really get much control over the scripting, because back in the 80s since developers programmed using the CPUs programming language support, they had full control over everything, like CPU, RAM, and other aspects of the console there were making a game with.
Sprite Designer (and Color Pallet, plus tile set)
Pros: Easy to use designer, allows you to make 8-Bit Sprites, color pallet provides a lot of colors (depends on what data pack your using), some pallets don't support colors like grayscale and or grey colors.
Cons: You only get limited colors per color pallet (depending on which data pack you are using, examples, SEGA MASTER SYSTEM or PIXEL VISIONS average data, sometimes it gets a little difficult for coloring a sprite for a specific pallet. You only get a limited number of tile sets, meaning that if you want a full 8-bit game, you are definitely going to have to reuse sprites.
Fonts
Pros: Customize your own font. Easy to use.
Cons: I don't mess around with fonts really, so I don't have any problems.
Tile Map
Pros: Lets you create your own map.
Cons: You have to fit everything in one map, meaning you can't create multiple maps, the map only has limited tiles.
Data
Pros: Lets you choose what 8-Bit console you what to build your game on.
Cons: I don't have to talk about for cons, but it supports only a couple 8-Bit consoles, consoles like NES are not supported.
Music (& SFX) Maker
Pros: Lets you make music, depending which data pack you use you can make music for that specific console. Also allows you to make SFX from a fully customizable setting.
Cons: A little bit difficult to learn, it only supports 4 lines of music meaning you can only create songs using those 4 lines, while other 8-Bit consoles support like 5 lines, SFX are a little hard to make.
Info
Pros: Lets you create notes.
Cons: I barely use this, meaning I have no problems.
Misc
Window Screen Size:
Cons: Most development tools are full screen, but this one is a little small, making it much harder to develop games.
Handling:
Cons: Unfortunately, sometimes when I am developing sprites or tile sets, if i press a button (accidentally) like rotate, if it rotates the sprite and looks exactly the same when it was not rotated it causes an error you can press CTRL + F4 to reload, but it usually, causes the same error, meaning that you hve to reset PV8 again, if you did not save, it deletes the sprites and map you made, losing progress.
Overall, PV8 is a good tool for beginners, but later you are going to have to switch to other tools, PV8 is solid but an unfinished project in my opinion.
