There's a lot packed into the seven pages of Hegemony.
The aim of the game which feels more like a chamber larp than a ttrpg seems to be to model how zero sum competition between social groups within a community/society can lead to a revolution.
There is a victory condition which is for your group to end up at top of the societal totem pole.
There's a sense in which this is a realistic simulation of how things are actually playing out in the real world.
I'm not sure I would want to play this game without the possibility of the revolution/uprising leading to a shift from zero sum to positive sum social dynamics.
So I would be inclined to hack the game until it could deliver on that.
