After going with Varea, he sent me to go to Drogania, I spoke with the merchant and bought tickets there but he did not let me pass the guard without permission but I have spoken with almost all the npc but nobody gives me the pass to be able to go to drugs that am I doing wrong or should I check something else?

You need to get the merchant certification from Darude in Aldlyn, before you can enter Minsk.  He stands in front of your castle. 

Trey mentions this in the dialog with Varea, he'll remind you of it when you talk with her again, and it's also mentioned in your quest log for the "Finding Lucilla" quest. ;)
