I assume you started the quest on an older version, in which it was still bugged. If you talked to a purple npc at the start of the dungeon, who didn't say anything, then the event was instantly finished. The npc was to fix someones broken save and accidently got into the public release. The normal end of the quest would be to find the jade vein in the bottom right corner of the dungeon and then talk with Bob.
