Yes the Android and Windows versions are separate and needs to be purchased separately. Still, I have set the pricepoint so low so that most people in the hobby should be able to afford both versions.
Perhaps something went wrong during download/unzipping. Try to download the entire .zip file again from Itch, and unzip it (perhaps to anoter folder location).
