I can see them on the automap and hear the sounds they make but there I cannot reach them in the game. They will not appear in most levels. Especially on custom level sets.

To find the pages you need to turn on Guardian Vision, the number 4 key. Many of the NPCs that give you a quest to find these will mention it.
